This quarantine organism turned out to be the Mediterranean fruit fly, which was repeatedly seen in batches of mandarin and avocado in 2018. 
According to the phytosanitary services of Ukraine, the party was sent back to the exporting country, that is, to Poland. Also with tangerines was sent a notification about the incompatibility of baggage with the phytosanitary standards of Ukraine.
